Dave is a highly experienced project development professional who has worked in a regeneration and knowledge transfer setting for over 20 years. He has overseen the development, drafting and submission of proposals valued at over £50 million pounds during this period.
Expertise includes the writing and submission of business cases and bids and the creation and implementation of project management systems to ensure audit compliance and successful delivery.
Dave has particular experience in the development of Green Book funding proposals ranging from large capital investment business cases through to skills development and degree apprenticeship programmes.
Dave has developed, led and managed large teams and complex programmes, focused on regional growth and knowledge transfer in the North East and Tees Valley and his most recent successes include the National Horizons Centre, Net Zero Industry Innovation Centre, the DigitalCity, Innovate Tees Valley and Skills Bootcamps programme.
Established by the Hope Foundation in 2001, the team at Furbd work with businesses and individuals to collect old, unused devices. After a little care and some refurbishing, these gadgets are given a fresh start, ready to help someone connect, learn, and grow.
At Furbd it’s not just about diverting e-waste from landfill, but addressing the serious impact that digital exclusion can have on some of the most disadvantaged in society.
Grow & Develop have been partners in this mission since 2003, sourcing and supporting grant funding applications that led to a recent commitment from the Tees Valley Combined Authority to invest in the ongoing success of this important initiative.
The £13.1m Net Zero Industry Innovation Centre will play a key role in the delivery of net zero ambitions for the region and the UK. A hub for industrial decarbonisation and a national centre of excellence for net zero technologies, the NZIIC positions Teesside firmly at the heart of the UK's green industrial revolution, providing a focus for major investment.
As Strategic Funding Manager with Teesside University, Dave led on the development of successful ERDF and Tees Valley Combined Authority Green Book business cases, contract negotiations, the creation of project and risk management systems, audit compliance and state aid frameworks for this key Tees Valley innovation asset.
The National Horizons Centre (NHC) is Teesside University's £22.3m centre of excellence for the global biosciences and healthcare sector, located in Darlington. The NHC was founded in conversation with, and for the bioindustry, to discover diseases earlier, develop novel treatments, and deliver life changing medicines to those in need, quicker, safer and more affordably.
As Strategic Funding Manager with Teesside University, Dave worked across a wide stakeholder group to develop the vision, evidence market demand and need, leading to successful ERDF and TVCA investment. Dave was directly responsible for Green Book development, bid writing and ensuring regulatory and state aid compliance and oversaw audit management through to completion and tender commercialisation.
Playing a key role in establishing the NHC as a National Training Centres that are part of the Advanced Therapies Skills and Training Network (ATSTN), Dave assisted in the development of a sustainable business plan for the NHC and the growth of the Biosciences sector in the UK.
The Borderlands project is an Arts Council funded Creative People and Places initiative with the aim of more people choosing, creating and taking part in brilliant art and cultural experiences in the places where they live. Seeking to deliver co-created and co-designed creative engagement activities, this project is investing over £3.4m into the local economy.
Dave was engaged in the development of the delivery and financial plans for this bid, which led to investment from both the Arts Council England, two Tees Valley Local Authorities and the Tees Valley Combined Authority.
